Neither the state of emergency nor the government's new measures appear to be enough to stem the violence raging on the streets of Lima. This morning, in broad daylight, gunmen shot a 35-year-old woman at point-blank range in Carabayllo. The victim, Deysi del Rosario Arellano Castillo, was a fruit vendor, and her husband, a minibus driver, had been murdered by gunmen less than a year earlier.
